RADAR TANGSEL RATAS – Kejaksaan Agung (Kejagung) menetapkan seorang Warga Negara (WN) Amerika atas nama TVH sebagai tersangka kasus dugaan tindak pidana korupsi proyek pengadaan satelit slot orbit 123° Bujur Timur (BT) pada Kementerian Pertahanan (Kemhan) periode 2012 sampai dengan 2021.
“Dari pengembangan penyidikan lanjutan yang dilakukan oleh Tim Penyidik Koneksitas terhadap para tersangka yang sudah ditetapkan sebelumnya dan juga dari hasil pemeriksaan ulang terhadap para saksi dan sejumlah ahli, terdapat pengembangan penetapan tersangka baru, yaitu seorang warga negara Amerika atas nama TVH,” kata Kepala Pusat Penerangan Hukum Kejagung Ketut Sumedana dalam keteranganya, Jumat (16/12/2022), dikutip dari Infopublik.id.
Sumedana menegaskan, untuk penyidikan terhadap tersangka TVH disamping merupakan pengembangan hasil penyidikan awal, selanjutnya Tim Penyidik Koneksitas juga melakukan pengumpulan alat bukti dari hasil penyitaan dan pemeriksaan saksi.
Saksi yang diperiksa diantaranya dari pihak sipil sebanyak 19 orang, dari TNI sebanyak 18 orang, dan 10 orang saksi ahli diantaranya ahli satelit, ahli keuangan negara, ahli kerugian negara, ahli hukum pidana, ahli ITE, serta pemeriksaan langsung terhadap tersangka TVH.
Tim Penyidik Koneksitas yang terdiri dari Jaksa, Oditur Militer, dan Puspom TNI sebelumnya telah menetapkan tiga orang tersangka yakni, Laksamana Muda (Purn) AP selaku Mantan Direktur Jenderal Kekuatan Pertahanan Kementerian Pertahanan periode Desember 2013 sampai dengan Agustus 2016, SCW selaku Direktur Utama PT. DNK, dan AW selaku Komisaris Utama PT. DNK.
Selanjutnya, Tim Penyidik Koneksitas juga telah melakukan penyitaan terhadap beberapa aset tanah dan bangunan yang merupakan milik para tersangka dalam rangka kepentingan pengembalian kerugian negara.
Menurut Sumedana, proses penyidikan saat ini masih terfokus pada dugaan korupsi proses sewa satelit Artemis milik Avanti yang dari Laporan Hasil Audit Penghitungan Kerugian Keuangan Negara.
Berdasarkan laporan Badan Pengawasan Keuangan dan Pembangunan (BPKP) Nomor: PE.03.03/SR-607/D5/02/2022 tanggal 12 Agustus 2022 terdapat kerugian negara dengan nilai sekitar Rp453.094.059.540,68.
“Terhadap keempat para tersangka tersebut juga telah dilakukan proses cegah tangkal, dimana mereka tidak boleh bepergian ke luar wilayah Indonesia serta masing-masing melakukan wajib lapor,” jelas dia.
Dalam kasus itu, adapun jumlah saksi yang sudah dimintai keterangan pada tahap penyidikan awal berjumlah 47 orang terdiri dari 18 orang TNI/Purnawirawan, 29 orang saksi sipil, dan dua orang saksi ahli.
Tim Penyidik Koneksitas pun telah berkoordinasi dengan Kementerian Komunikasi dan Informatika, Kementerian Pertahanan, Kementerian Luar Negeri, BPKP dan Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK), termasuk berkoordinasi dengan Kedutaan Besar Republik Indonesia (KBRI) di Swiss dan KBRI Hungaria, serta Konsulat Jenderal Republik Indonesia (KJRI) di Hongkong.
Tim Penyidik Koneksitas masih melengkapi alat bukti, berikut syarat formal dan syarat material lainnya guna kepentingan sempurna dan lengkapnya berkas perkara korupsi tersebut.
