RADAR TANGSEL RATAS – Investasi merupakan kunci pertumbuhan ekonomi daerah untuk menarik minat pelaku usaha menanamkan modalnya. Pemerintah Kota (Pemkot) Tangerang Selatan menerapkan Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) untuk perizinan usaha yang mudah dan nyaman dalam berinvestasi.
Kepala Bidang Tata Ruang, Dinas Cipta Karya dan Tata Ruang Kota Tangerang Selatan, Yulia Rahmawati mengatakan, KKPR merupakan pengganti izin lokasi. Sesuai amanat Undang-undang, Nomor 6, Tahun 2023 tentang Penetapan Peraturan Pemerintah Pengganti Undang-undang, Nomor 2, Tahun 2022 tentang Cipta Kerja menjadi Undang-undang telah menyederhanakan persyaratan dasar perizinan berusaha meliputi Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR), Persetujuan Lingkungan, Persetujuan Bangunan Gedung (PBG), dan Sertifikat Laik Fungsi (SLF).
”Dengan terbitnya UU Cipta Kerja, izin lokasi berusaha tidak lagi dikeluarkan. Diganti dengan KKPR,” jelasnya saat ditemui awak redaksi Kantor Berita ratas.id RADAR TANGSEL, di ruang kerjanya, di Kawasan Intermark, Kecamatan Serpong, Kota Tangerang Selatan, Rabu, 23 Agustus 2023.
Hal itu, kata Yulia, mengacu pada “Rencana Tata Ruang Kota” yang dituangkan dalam Peraturan Walikota (Perwal), Nomor 118, Tahun 2022 tentang RDTR Wilayah Perencanaan Kota Tangerang Selatan yang mengatur tentang Zonasi. Yulia menambahkan, permohonan KKPR dilakukan melalui sistem yang dikembangkan oleh Kementerian Investasi/Badan Koordinasi Penanaman Modal (BKPM).
“Yaitu online single submission–risk based approach (OSS-RBA) dengan website oss.go.id. Kemudian, permohonan dinilai berdasarkan Rencana Detail Tata Ruang (RDTR) Tangsel. Pengajuannya secara online. Pelaku usaha bisa mengakses website oss.go.id untuk perizinan berusaha,” paparnya.
Yulia menjelaskan, KKPR itu terdiri dari Konfirmasi Kesesuaian Kegiatan Pemanfaatan Ruang (KKKPR). “Yaitu dokumen yang menyatakan kesesuaian antara rencana kegiatan pemanfaatan ruang dan Rencana Detail Tata Ruang (RDTR). Lalu, Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang (PKKPR) adalah dokumen yang menyatakan kesesuaian antara rencana kegiatan pemanfaatan ruang dan RTR selain RDTR. KKPR yang dilakukan melalui OSS-RBA adalah kegiatan usaha yang bidang usahanya masuk ke dalam kategori usaha non-UMK atau kategori usaha menengah dan besar,” urainya.
Sedangkan, untuk pelaku usaha mikro dan kecil (UMK), diterangkan Yulia, diberikan kemudahan dengan hanya menyampaikan pernyataan mandiri yang sudah tersedia dalam OSS berbasis risiko bahwa lokasi usaha telah sesuai dengan tata ruang dan bersedia dikenakan sanksi sesuai peraturan yang berlaku jika di kemudian hari ditemukan ketidaksesuaian. “Ketentuan ini akan memudahkan pelaku usaha yang baru saja memulai usahanya sehingga dapat fokus mengembangkan usaha tanpa perlu kesulitan mengurus perizinan. Dalam pernyataan mandiri, perusahaan menandatangani suatu dokumen yang formatnya telah ditentukan OSS yang menyatakan bahwa pelaku usaha akan melakukan usaha yang sesuai dengan tata ruang,” pungkasnya.
